Role Purpose

As the Manager for Quantity Surveying (QS) and Estimating, you will serve as the subject matter expert for the Programme Management Office (PMO). You will lead a team of Quantity Surveyors to ensure all capital and strategic projects provide value for money. This role involves developing contractual strategies and ensuring that all project work follows strict governance standards.

Key Responsibilities

  • Lead Estimating: Oversee all project estimates during study and execution phases to ensure they meet industry standards before submission for approval.
  • Financial Control: Develop and manage commercial controls, including payment certificates, cost reporting, and cost databases.
  • Risk Management: Identify commercial risks and develop response strategies. Oversee contractors’ claims and ensure value management.
  • Team Leadership: Manage and delegate tasks to the QS team, ensuring all commercial deliverables are completed on time.
  • Contract Strategy: Provide expert advice on NEC contracting strategies and support the administration of contracts from start-up to final account.
  • Reporting: Consolidate commercial data into dashboard reports for senior management and project stakeholders.
  • Technical Expertise: Perform cost planning, value engineering, life-cycle costing, and dispute resolution.

Requirements

  • Education: A B.Sc. Degree in Quantity Surveying is required. Candidates with a BTech or Higher National Diploma will also be considered with additional experience.
  • Professional Registration: Must be registered with the South African Council for the Quantity Surveying Profession (SACQSP).
  • Experience:
    • At least 10 years of experience in large-scale construction or engineering projects (for B.Sc. holders).
    • At least 12 years of experience (for BTech/HND holders).
    • Minimum of 5 years in a lead Quantity Surveying role.
  • Industry Knowledge: Experience in the hydrocarbon or petro-chemical industry is preferred.
  • License: A valid Code 08 / B driver’s license.
  • Skills: Strong independence, ability to manage teams, and expertise in cost benefit analysis and claims management.
