About the Organization

The Community Schemes Ombud Service (CSOS) was established under the Community Scheme Ombud Service Act of 2011. Our mission is to regulate the conduct of parties within community schemes and ensure high standards of good governance. Since beginning operations in 2016, we have focused on providing a stable and fair environment for all community scheme stakeholders.

Role Overview

As a Schemes Governance Documentation Officer, you will be responsible for reviewing and quality-assuring the rules and applications of various community schemes. You will ensure that all governance documents comply with legal standards and support the broader mandate of the CSOS.

Key Responsibilities

  • Review and process applications for scheme rules to ensure quality and compliance.
  • Finalize governance applications after thorough verification.
  • Issue compliance certificates for all approved governance rules.
  • Review and verify resolutions (special and unanimous) according to the Sectional Title Schemes Management Act.
  • Manage and quality-assure consent applications.
  • Address governance-related complaints and inquiries promptly.
  • Prepare and submit accurate and reliable reports.
  • Respond to valid requests for access to scheme governance documents.
  • Support general governance tasks as required by the organization.

Job Requirements

  • An LLB or a 3-year Law degree (NQF 7).
  • At least 3 to 4 years of experience in a legal or governance role.
  • Added Advantage: Being an admitted Attorney or holding a postgraduate degree in Law.
  • Added Advantage: Previous experience working directly with community schemes.
  • Proficiency in MS Office Suite (Word, Excel, and PowerPoint).

Required Knowledge

  • Strong understanding of the CSOS Act and its regulations.
  • In-depth knowledge of the Sectional Titles Schemes Management Act and the Sectional Titles Act.
  • Familiarity with the Companies Act, the Promotion of Administrative Justice Act, and the Constitution of South Africa.
  • Knowledge of the Housing Development Schemes for Retired Persons, the South African Co-operatives Act, and the Share Block Control Act.
  • Understanding of the Protection of Personal Information Act (POPIA).
  • Solid grasp of general good governance principles.
