Job Purpose
As the Assistant Director of Legal Administration, you will support the National Treasury by managing legal applications, providing advice on labour relations, and ensuring the department follows all relevant legislative frameworks.
Requirements
- Education: A Grade 12 certificate and a four-year Bachelor of Laws (LLB) degree or an equivalent NQF level 7 legal qualification.
- Experience: At least 3 years of experience working in a legal environment.
- Knowledge: A solid understanding of Constitutional law, Administrative law, and relevant legislative frameworks.
- Skills: Strong legal drafting and research skills, along with proficiency in computer programs.
Key Responsibilities
1. Manage Legal Applications and Judgments
- Handle “bona vacantia” (ownerless property) applications and judgments according to the State Liability Act.
- Keep accurate records of all applications and legal judgments.
- Review legal documents and draft formal responses to government departments and third parties.
- Maintain an up-to-date database for effective record-keeping.
2. Support Labour Relations
- Consult with internal and external stakeholders on labour-related matters.
- Assist the State Attorney with labour cases and help prepare for Bargaining Council and Labour Court proceedings.
- Draft legal pleadings and briefing documents.
- Represent the department at various legal forums and manage costs when external legal resources are used.
3. Provide Legal Advice
- Research and analyze legal problems to develop sound solutions and strategies.
- Draft written and oral legal advice related to the National Treasury’s mandate.
- Help prepare responses for the Public Protector, commissions of inquiry, and other oversight bodies.
- Review submissions for compliance with the Promotion of Access to Information Act (PAIA).
4. Reporting and Operations
- Create and update operational reports for the legal services department.
- Implement and maintain high service delivery standards and systems to manage legal risks.
- Review and finalize legal correspondence and documents within the Directorate.
