Assistant Director: Revenue Management

The Northern Cape Provincial Treasury is seeking a professional to ensure the efficient and transparent use of provincial resources. This role focuses on aligning strategic plans and budgets with the Provincial Growth and Development Strategy while providing responsive service delivery to clients.

Requirements

  • An NQF 7 qualification in Financial Accounting, Financial Management, Economics, Public Administration, or Local Government Finance.
  • At least 3 years of experience in a similar financial or municipal environment.
  • A valid driver’s license.

Key Responsibilities

The successful candidate will provide technical support and oversight to delegated municipalities. Main duties include:

  • Budget Support: Assisting municipalities with budget implementation and ensuring compliance with the MFMA (Municipal Finance Management Act) and other reporting regulations.
  • Monitoring & Evaluation: Reviewing municipal budgets and supporting documents. You will provide written feedback and ensure all allocations are correctly recorded in the National Treasury database.
  • Performance Reporting: Monitoring monthly and quarterly financial performance. You will analyze budget outcomes and prepare quality reports to help municipalities stay on track.
  • Grant Management: Tracking grant spending and ensuring municipalities follow legal requirements such as the Division of Revenue Act (DORA).
  • Compliance & Guidance: Following up on non-compliance issues and providing technical solutions. You will also offer advice on revenue-related laws, policies, and how to set fair tariffs.
  • Training: Organizing site visits and training sessions to help municipal staff improve their financial processes.
