Overview

The Western Cape Provincial Treasury is looking for dedicated Procurement Analysts to help manage provincial budgets and oversee supply chain operations. This role focuses on supporting local municipalities to ensure they follow government regulations and help create a safer, more prosperous Western Cape.

Minimum Requirements

  • A 3-year Bachelor’s Degree (or higher) in Supply Chain Management, Financial Management, Commerce, or Law.
  • At least 3 years of experience in Supply Chain Management, specifically within Local Government or a Strategic Sourcing environment.
  • A valid Code B (or higher) driving license. (Candidates with disabilities that prevent driving may apply if they have reliable alternative transport).

Key Responsibilities

In this role, you will be responsible for the following:

  • Policy Monitoring: Evaluate municipal supply chain and asset management policies to ensure they comply with the law. Provide expert advice and reports on these processes.
  • Training and Development: Create and lead training programs to help municipal staff improve their supply chain and asset management skills.
  • Stakeholder Engagement: Organize and participate in forums and workshops to share knowledge and best practices.
  • Strategic Procurement: Identify and manage strategic buying initiatives for municipalities using various modern procurement methods.
  • Grievance Management: Review and provide feedback on supplier complaints or appeals regarding tender processes.
  • Budget Analysis: Participate in budget and governance reviews to ensure municipalities are managing assets and supply chains effectively.
  • Supplier Growth: Work with the Department of Economic Development and Tourism to develop programs that support local suppliers.

Required Competencies

The successful candidate should demonstrate the following skills:

  • Strong ability to analyze data and financial information.
  • Proficiency in project management and policy analysis.
  • Deep understanding of the Local Government Supply Chain environment.
  • Experience with public sector procurement and different sourcing methods.
  • Excellent written and verbal communication skills.
  • A natural ability for innovation, including the use of digital tools and process automation.
