Job Overview
The Skills Planning and Research Specialist will lead high-level stakeholder engagements to develop a credible Sector Skills Plan (SSP). This role involves monitoring the implementation of workplace skills plans, managing research projects, and providing data-driven insights to improve the public service sector.
Key Responsibilities
- Oversee the development, submission, and implementation of Workplace Skills Plans (WSP) and Annual Training Reports (ATR).
- Analyze and interpret data to identify skills gaps, priority training areas, and updates for the Organising Framework of Occupations (OFO).
- Design and maintain quality monitoring systems and reporting templates that align with DHET and PSETA standards.
- Coordinate annual reviews of the WSP/ATR systems and provide constructive feedback to Skills Development Facilitators (SDFs).
- Work with government departments and public entities to encourage participation in skills planning initiatives.
- Identify priority skills to guide the PSETA Annual Performance Plan.
- Develop and implement the PSETA Research Agenda, including writing research proposals and concept papers.
- Design research methodologies and conduct studies to support sector development.
- Contribute to the organization’s overall operational planning and strategy.
Requirements
- Qualification: A Bachelor’s Degree or B Tech (NQF level 7) in Human Resources, Education, Social Sciences, Business Management, or Public Administration.
- Experience: At least 5 years of experience in a Research, Education, or Skills Planning environment, including 1 to 2 years in a supervisory role.
- Technical Skills: Proficiency in data analysis, research methodology design, and report writing.
- Soft Skills: Strong leadership and supervisory abilities, excellent time management, and the ability to make informed decisions.
- Interpersonal Skills: Ability to manage conflict, work effectively in a team, and build professional relationships with stakeholders.
