The City of Tshwane is looking for a professional and experienced individual to fill the role of Functional Head for Democracy, Development, and Elections Management. This position is vital for ensuring the municipality remains transparent, follows constitutional mandates, and maintains strong relationships with various human rights and legal institutions.
Requirements
To be considered for this role, applicants must meet the following criteria:
- Education: A three-year degree or national diploma in Public Administration, Business Administration, Political Science, or a related field.
- Experience: At least six years of professional experience working in a democracy development environment. Previous experience in a supervisory or management role is a strong advantage.
- Licensing: A valid Code B driving license.
- Skills: Full computer literacy and strong administrative capabilities.
- Clearance: Applicants must undergo a criminal record check, including fingerprinting by the Tshwane Metro Police Department.
Primary Responsibilities
The successful candidate will oversee various administrative and legal coordination tasks, including:
1. Information and Access Management (PAIA)
- Manage and coordinate requests made under the Promotion of Access to Information Act (PAIA).
- Ensure all requests are referred to the correct departments within three days and resolved within 30 days.
- Compile monthly, quarterly, and annual reports for the South African Human Rights Commission.
2. Oversight and Oversight Bodies
- Handle all administrative matters and reporting for the Office of the Public Protector.
- Coordinate cases with the South African Human Rights Commission, the Consumer Commission, and the Information Regulator.
- Oversee complaints and reporting for the Commission for Gender Equality and the Commission for the Promotion and Protection of the Rights of Cultural, Religious, and Linguistic Communities.
- Ensure the municipality complies with all legal notices and deadlines.
3. Stakeholder Relations and Liaison
- Act as the primary point of contact for Chapter 9 institutions that support constitutional democracy.
- Build and maintain working relationships with the security cluster (SAPS, military, Department of Justice) and international organizations like UN agencies.
- Represent the municipality in alternative dispute resolution meetings and attend legal proceedings or subpoenas when necessary.
