Assistant Director: Capacity Development

Role Overview

We are seeking a dedicated professional to fill the position of Assistant Director: Capacity Development. This role is essential for guiding municipalities in organisational design, staff regulation compliance, and effective change management.

Requirements

  • A Grade 12 certificate (Matric) plus a National Diploma (NQF Level 6) in Organisational Development, Management Services, Human Resource Management, Industrial Psychology, Operations Management, or a related qualification.
  • 3 to 5 years of relevant experience at an administrative level within an Organisational Development and Design environment.
  • Extensive experience in change management and organisational design will be considered a strong advantage.

Key Responsibilities

The successful candidate will be responsible for the following duties:

Municipal Support and Compliance

  • Guide municipalities on interpreting and applying Municipal Staff Regulations (MSR).
  • Assist in the development of staff establishments and ensure all documentation meets regulatory standards.
  • Provide technical assistance and training to municipal staff regarding work practices and team assessments.

Job Description and Evaluation

  • Provide hands-on support in writing, refining, and reviewing job descriptions to ensure they align with strategic plans and service delivery models.
  • Maintain a comprehensive database of job descriptions and organisational structures.
  • Conduct job evaluation (JE) auditing and participate in the Provincial Audit Committee (PAC).
  • Train practitioners on job coding formats and monitor the functionality of job evaluation units.

Organisational Design and Change Management

  • Develop and implement change management initiatives to improve organisational culture.
  • Facilitate workshops to redesign business processes and improve efficiency.
  • Conduct diagnostic studies and one-on-one meetings with municipalities to address development gaps.

Project Management and Leadership

  • Create project initiation documents and monitor project progress through site visits and reporting.
  • Supervise assigned staff, including managing leave and performance assessments (PMDS).
  • Establish and maintain professional relationships with sector departments and stakeholders.
