About the Position
The Western Cape Department of Health and Wellness is seeking a qualified Deputy Director to serve as a Finance Manager. This role is vital to providing quality public healthcare to the people of the Western Cape by ensuring sound financial management and oversight.
Minimum Requirements
- A 3-year National Diploma or Bachelor’s degree in Finance, Accounting, Public Financial Management, Commerce, or Supply Chain Management.
- 6 to 10 years of experience in Financial and Supply Chain Management.
- At least 3 to 5 years of experience at a supervisory or managerial level.
- A valid (Code B/EB) driver’s license.
Key Responsibilities and Experience
The successful candidate will demonstrate extensive experience in the following areas:
- Financial Management: Managing expenditure and budgets in compliance with the PFMA and Treasury Instructions.
- Supply Chain Management: Oversight of demand, acquisition, contract management, asset management, and stock control.
- Contract Management: Handling end-to-end processes including drafting, monitoring, and performance compliance.
- Patient Administration: Managing revenue, medical records, and billing systems.
- Information Management: Using health information systems for accurate reporting and decision-making.
- Leadership: Leading and managing multi-disciplinary teams and ensuring internal controls are monitored effectively.
Required Skills and Competencies
- In-depth knowledge of the Public Finance Management Act (PFMA) and Treasury Regulations.
- Proficiency in financial systems such as BAS, LOGIS, or similar SCM systems.
- Expertise in revenue generation and managing irregular or wasteful expenditure.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills.
- The ability to work under pressure and meet strict deadlines.
- High level of computer literacy, especially in Microsoft Office.
