Functional Head: Building Control Office
The City of Tshwane is a Category A Grade 6 urban municipality located in Gauteng. We are currently seeking a qualified and experienced professional to lead our Building Control Office as a Functional Head. This role is essential in ensuring that building developments within our jurisdiction meet all safety, legal, and regulatory standards.

What We Are Looking For
To be successful in this role, you must meet the following requirements:
- Education: A three-year tertiary qualification (Degree or National Diploma) in Civil Engineering, Structural Engineering, Architecture, Building Management, Building Science, Building Surveying, or Quantity Surveying.
- Experience: At least six years of relevant experience in a building control office. You should be experienced in recommending or approving building plans and conducting inspections.
- Leadership: Previous experience in a supervisory or management role is highly preferred.
- Licensing: A valid Code B driving license.
- Skills: Proficiency in computers and general office software.
- Clearance: Candidates must undergo a criminal record check, including fingerprinting by the Tshwane Metro Police Department.
Your Responsibilities
As the Functional Head, your primary duties will include:
- Team Management: Overseeing staff and managing personnel functions within the department.
- Regulatory Compliance: Assisting the Deputy Director in enforcing National Building Regulations.
- Plan Approval: Supervising the process for reviewing and approving building plan applications.
- Inspections and Certification: Managing building inspections and supervising the issuance of occupation certificates.
- Law Enforcement: Identifying building transgressions, handling public complaints, and initiating legal enforcement when necessary.
- Public Advice: Providing professional building-related information and guidance to the public.
- Operational Oversight: Managing resources and day-to-day activities within the subregional office to meet performance goals.
- Strategic Feedback: Providing data and feedback to help inform land use and spatial planning processes.
