Role Overview
We are seeking a qualified Sub-Accountant to join our Supply Chain Management (SCM) team. This role is essential for managing procurement processes, ensuring legislative compliance, and supporting the financial health of the municipality.
Requirements
- Education: A National Diploma in Logistics, Supply Chain Management, Accounting, or a related NQF qualification.
- Experience: 3 to 5 years of relevant experience in Supply Chain Management specifically within a Local Government setting.
- Compliance: Being compliant with MFMA minimum competency requirements (as per Government Gazette 29967) is a strong advantage.
- Skills: Proven skills in Project Management and Financial Management.
- License: A valid Driver’s License is required.
Key Responsibilities
- Place advertisements and notices for quotes in the Government and Provincial Gazette.
- Review all purchase requests and quotes for amounts between R30,000 and R200,000.
- Manage the agendas and minutes for Bid Committee meetings.
- Report all bidding activities and acquisitions above R30,000 to the Assistant Director.
- Ensure all spending on goods and services follows the approved budget and the MFMA Act.
- Maintain accurate records of SCM processes and ensure all documentation follows official policy.
- Report any deviations from standard procurement regulations to management.
- Liaise with external suppliers and internal departments to ensure smooth operations.
- Assist with monthly procurement reporting and other administrative tasks as needed.
