Job Overview
Vhembe TVET College is looking for a dedicated and experienced professional to fill the role of Assistant Director for Human Resource Management and Development. The successful candidate will lead the HR team, ensuring that all staff-related services are managed efficiently and in line with national policies.
Minimum Requirements
- A National Senior Certificate (Grade 12) or equivalent.
- A recognized Degree or Diploma (NQF Level 6) in Human Resource Management, Public Administration, or a related field.
- A valid driver’s license.
Key Responsibilities
The role covers a wide range of HR functions, including administration, staff development, and organizational growth. Primary duties include:
HR Administration and Benefits
- Manage day-to-day HR operations and ensure compliance with official policies.
- Oversee employee conditions of service, including leave, medical aid, housing allowances, pensions, and long-service awards.
- Maintain accurate and secure personnel records.
Recruitment and Selection
- Coordinate the entire hiring process, including drafting advertisements, shortlisting candidates, and conducting interviews.
- Manage security vetting, qualification verification, and reference checks.
Staff Development and Training
- Conduct induction programs for new employees.
- Manage staff bursaries, internships, and Work-Integrated Learning (WIL) programs.
- Develop and implement the Workplace Skills Plan (WSP) and facilitate training sessions.
- Oversee performance management systems (PMDS and IQMS).
Organizational Planning
- Help design and review the college’s organizational structure and job descriptions.
- Lead Human Resource Planning (HRP) and Employment Equity (EE) initiatives.
- Facilitate change management and organizational transformation.
Employee Wellness and Policy
- Implement health and wellness programs for staff, including HIV, AIDS, and TB awareness programs.
- Develop and update HR policies and manuals.
- Manage the department’s budget and supervise HR staff.
