About the Position
Senqu Municipality, located within the Joe Gqabi District of the Eastern Cape, is seeking a qualified and experienced Director of Community Services. This is a senior management role responsible for overseeing essential public services and ensuring the municipality operates efficiently to serve its residents.
Key Responsibilities
The successful candidate will lead the Community Services directorate and be responsible for the following:
- Waste & Environment: Develop and lead waste management strategies to keep public spaces clean and well-maintained.
- Public Facilities: Oversee the management of cemeteries, libraries, municipal commonages, and pounds.
- Safety & Regulation: Ensure all local businesses are licensed and operating according to the law; oversee public safety initiatives.
- Parks & Recreation: Manage the development and maintenance of local parks and recreational facilities.
- Governance: Formulate departmental policies and bylaws, ensuring they are implemented correctly.
- Performance & Resources: Manage the directorate’s performance systems and ensure the team has the resources and capacity needed to succeed.
Requirements
- Education: Grade 12 (Matric) plus a Bachelor’s Degree in Social Sciences, Public Administration, Law, or an equivalent qualification.
- Experience: At least 5 years of relevant experience at a middle-management level. Must have a proven track record of successful institutional transformation in either the public or private sector.
- License: A valid motor vehicle driver’s license is required.
- Competency Certification: Must possess a certificate in the Required Minimum Competency Levels as prescribed by National Treasury. Candidates without this certificate must be prepared to obtain it within 18 months of appointment.
Knowledge and Skills
The ideal candidate should demonstrate:
- A deep understanding of relevant government policies and legislation.
- Knowledge of institutional governance, performance management, and Council operations.
- Expertise in managing health services, cemeteries, and waste management systems.
- The ability to undergo and pass a prescribed competency assessment for preferred candidates.
