Overview

The Western Cape Department of Social Development is dedicated to providing a network of services that empowers the poor, the vulnerable, and individuals with special needs. We are looking for a qualified professional to join our team as a Social Work Policy Developer to help improve service delivery and governance within the province.

Job Purpose

The primary goal of this role is to develop, implement, and maintain social work and community development policies. You will ensure that services for people with disabilities are managed effectively and meet all legal and departmental standards.

Key Responsibilities

  • Policy Management: Create and maintain social work policies and the Uniform Funding Cycle (UFC) for Non-Profit Organizations (NPOs).
  • Compliance & Monitoring: Evaluate NPOs to ensure they follow signed agreements, legislative rules, and service standards.
  • Facility Registration: Manage the registration of social service facilities according to relevant laws.
  • Stakeholder Relations: Build and maintain strong relationships with local, provincial, and national stakeholders.
  • Rapid Response: Address complaints or concerns regarding NPOs as raised by the department or the public.
  • Training & Development: Provide capacity building and training on current legislation and policy frameworks.
  • Administration: Handle high-level administrative tasks and stay updated on new developments in the social work field.

Minimum Requirements

  • A formal Tertiary Qualification in Social Work (e.g., Bachelor of Social Work).
  • Compulsory current registration with the South African Council for Social Service Professions (SACSSP).
  • A minimum of 8 years of experience in social work after registering with the SACSSP.
  • A valid Code B (or higher) driving license.

Required Skills and Knowledge

  • Technical Knowledge: Deep understanding of policy analysis, community development, and legislation governing NPOs and local government.
  • Project Management: Ability to plan, organize, and lead projects from start to finish.
  • Communication: Excellent written and verbal communication skills, including the ability to compile complex reports and deliver presentations.
  • Financial & Contract Management: Experience in managing budgets, funding processes, and service contracts.
  • Collaboration: Strong skills in networking, facilitation, and inter-sectoral partnership building.
