Director: Basic Services & Infrastructure

John Taolo Gaetsewe District Municipality, located in the Northern Cape, is seeking a qualified and experienced individual to fill the role of Director: Basic Services & Infrastructure. This is a full-time, senior management position based in Kuruman.

Role Overview

The successful candidate will provide strategic leadership and oversee the Department of Basic Services and Infrastructure. This role focuses on ensuring the delivery of essential services, managing infrastructure projects, and driving local economic development across the district.

Minimum Requirements

  • Education: A Bachelor’s Degree or B Tech in Engineering.
  • Experience: At least 5 years of experience at a middle-management level or as a project manager. Within this, 3 to 4 years must be in professional engineering management.
  • Certifications: A Certificate in the Municipal Financial Management Programme (MFMP). Candidates who do not yet have this must be able to complete it within 18 months of appointment.
  • Legal Knowledge: A strong understanding of local government legislation, including supply chain management, performance management, and the Preferential Procurement Policy Framework Act.
  • Technical Skills: Knowledge of Geographical Information Systems (GIS), as well as spatial and town planning.

Key Responsibilities

  • Develop and implement the departmental Service Delivery and Budget Implementation Plan (SDBIP).
  • Prepare and manage the departmental budget effectively.
  • Provide strategic management to ensure the department meets national performance standards for local government.
  • Coordinate local economic development (LED) strategies and align them with provincial and national policies.
  • Oversee Social and Labour Plans (SLPs) to ensure they benefit the local community.
  • Facilitate job creation and employment opportunities within the district.
  • Establish and support tourism associations in line with provincial regulations.
  • Lead strategic planning and manage the overall performance of the department staff.
