Manager: Operations and Maintenance

Ubuntu Municipality is a local municipality located within the Pixley ka Seme District of the Northern Cape province. We are seeking a qualified and experienced professional to lead our Operations and Maintenance division. This role is based in Victoria West and oversees technical services across the municipality, including Richmond, Loxton, and surrounding areas.

Requirements

To be considered for this position, you must meet the following criteria:

  • A Bachelor’s Degree (NQF Level 6) in Civil Engineering.
  • Professional registration as a Technical Engineer or equivalent.
  • A valid Code B driver’s license.
  • At least 5 years of relevant experience, including experience managing a technical team.
  • In-depth knowledge of relevant municipal legislation.
  • Strong communication skills and the ability to work effectively with people (Bilingualism is preferred).
  • High levels of accuracy and strong administrative and financial skills.
  • Proficiency in basic computer software.
  • The ability to remain calm and solve problems effectively under pressure or during emergencies.
  • Strong planning skills and the ability to adjust operational plans as needed.

Key Responsibilities

As the Manager of Operations and Maintenance, your primary duties will include:

  • Technical Management: Overseeing the daily operations of the Mechanical and Civil Engineering sections. You will ensure financial reconciliations are completed and manage the division’s resources.
  • Strategic Leadership: Interpreting policies and legislation to guide the division. You will help develop the departmental vision and contribute to the municipality’s Integrated Development Plan (IDP).
  • Infrastructure Oversight: Managing the maintenance of roads and storm-water systems. This includes creating databases for capital projects and rehabilitation work.
  • Team Supervision: Providing clear instructions to section heads, managing staff performance, and fostering a productive work environment.
  • Reporting and Representation: Representing the municipality in local and district meetings. You will prepare progress reports and communicate updates between the organization and external stakeholders.
  • Resource Management: Ensuring all machinery, tools, and materials are used efficiently and maintained properly. You will oversee repairs for defective equipment.
  • Advisory Services: Making recommendations to senior management regarding service delivery improvements and the need for new resources.
