Job Overview

The Limpopo Department of Transport and Community Safety is looking for a qualified individual to lead our Human Resource Development and Performance Management units. This role focuses on building staff capacity, managing training programs, and ensuring that performance standards are met across the department to help us achieve our mission of safe and integrated transport services.

Key Responsibilities

  • Skills Development: Manage the planning and implementation of skills development initiatives.
  • Capacity Building: Coordinate training and professional growth programs for staff.
  • Early Career Programs: Oversee learnerships, internships, and Workplace Integrated Learning plans.
  • Bursary Management: Administer and manage departmental bursaries.
  • Performance Systems: Ensure the Performance Management Development System (PMDS) is correctly implemented across the department.
  • Contracting and Review: Oversee the creation of performance contracts and lead the evaluation and review process for staff performance.

Requirements

  • An undergraduate degree (NQF level 6) or equivalent qualification recognized by SAQA.
  • A degree in Public Administration, Public Management, or Human Resource Management is an added advantage.
  • At least 5 years of experience in a related field, including at least 3 years at a Junior Management or Assistant Director level.
  • A valid driver’s license (except for candidates with disabilities).
  • Practical knowledge of the PERSAL system.

  • Leadership: Strong ability in strategic planning, people management, and team empowerment.
  • Operational Skills: Expertise in project management, financial management, and change management.
  • Legislative Knowledge: In-depth understanding of the Public Service Act, Public Service Regulations, PFMA, and Labour Relations Act.
  • Communication: Excellent skills in negotiation, group dynamics, and professional communication.
  • Problem Solving: A focus on service delivery innovation and client-centered solutions.
