Director: Community Services

Mohokare Local Municipality is situated within the Xhariep District in the Free State province. Named after the Caledon River, the municipality is seeking a qualified and experienced professional to fill the role of Director: Community Services.

Remuneration and Benefits

  • Annual Salary: Minimum R 956,012 | Midpoint R 1,074,171 | Maximum R 1,175,182 (Total inclusive package).
  • Remote Allowance: 7% of the total annual remuneration package.
  • Note: The final salary will be determined based on the applicant’s qualifications, experience, and competence-based assessment.

Requirements

  • A Bachelor’s degree in Social Sciences, Public Administration, Law, or a related field.
  • A minimum of 5 years of relevant experience at a Middle Management level.
  • Proven success in institutional transformation within the public or private sector.
  • Extensive knowledge of local government legislation.
  • A valid driver’s license.
  • Excellent communication, facilitation, and report-writing skills.
  • Proficiency in MS Word and PowerPoint.
  • Compliance with the Minimum Competency Requirements for Senior Managers as established by government regulations.

Added Advantages

  • Certificate Programme in Municipal Development (CPMD) or Municipal Finance Management Programme (MFMP).
  • Registration with the South African Council for Social Services Professionals (SACSSP) or a similar recognized professional body.

Core Knowledge and Competencies

  • Deep understanding of institutional governance, performance management, and Council operations.
  • Knowledge of health services, cemetery management, public safety, parks, and recreation.
  • Familiarity with Supply Chain Management Regulations and the Preferential Procurement Policy Framework Act.
  • Strategic leadership, people management, and project management skills.
  • High level of integrity, honesty, and professional ethics.
  • Ability to think analytically and handle complex negotiations.

Key Responsibilities

  • Report directly to the Municipal Manager regarding all departmental activities.
  • Lead and manage the Community Services Department.
  • Implement the Integrated Development Plan (IDP) and the department’s strategic goals.
  • Ensure compliance with all legal requirements and municipal by-laws.
  • Oversee functions including human settlements, law enforcement, disaster management, and waste management.
