About the Department

The Limpopo Department of Transport and Community Safety is dedicated to providing safe, sustainable, and integrated transport services. Our mission is to promote socio-economic development and improve community safety through effective oversight and partnerships with the South African Police Service to fight crime and corruption.

Role Overview

As the Assistant Director of Human Resource Development, you will be based at the Head Office in Polokwane. You will be responsible for managing skills development initiatives, training programs, and ensuring the department meets its human resource growth objectives.

Key Responsibilities

  • Coordinate the implementation of skills programs and employee bursaries.
  • Manage and monitor internships, learnerships, and work-integrated learning programs.
  • Facilitate skills development planning and reporting, including the Workplace Skills Plan (WSP).
  • Organize staff inductions, career exhibitions, and departmental conferences.

Requirements

  • An undergraduate qualification (NQF level 6) recognized by SAQA.
  • A degree or diploma in Public Administration, Human Resource Management, or Human Resource Development is highly preferred.
  • 3 to 5 years of experience at a supervisory level within the Human Resource Development field.
  • A valid driver’s license (except for applicants with disabilities).

Knowledge and Skills

  • Legislative Knowledge: In-depth understanding of the Public Service Act, Public Service Regulations, Labour Relations Act, and the Public Finance Management Act (PFMA).
  • Technical Skills: Proficiency in PERSAL and a strong understanding of legislation impacting human resource development.
  • Professional Competencies: Strong leadership, negotiation, and people management skills.
  • Operations: Expertise in strategic planning, policy analysis, financial management, and diversity management.
  • Communication: Excellent verbal and written communication, facilitation, and coordination abilities.
