Overview

The Western Cape Provincial Treasury is responsible for preparing the provincial budget and overseeing its implementation. We work to ensure effective financial management across the province to help create a safer and more prosperous Western Cape.

The Role

As the Assistant Director for Local Government Revenue and Expenditure, you will play a key role in monitoring and supporting municipal financial health. You will be responsible for assessing budgets, ensuring compliance with financial regulations, and providing technical support to local government institutions.

Key Responsibilities

  • Review and assess municipal budgets regarding revenue and expenditure management.
  • Prepare monthly, quarterly, and bi-annual monitoring reports.
  • Monitor how the Municipal Finance Management Act (MFMA) is being implemented.
  • Provide technical research, assistance, and training to municipalities.
  • Organize and facilitate municipal visits and intergovernmental functions.
  • Analyze budget trends and coordinate financial activities within the public sector.

Minimum Requirements

  • A 3-year Advanced Diploma or Bachelor’s Degree in Financial Management, Financial Accounting, or Management Accounting.
  • At least 3 years of experience in an accounting or financial management environment.
  • A valid driver’s license (Code B or higher) and a willingness to travel regularly.

Technical Knowledge

Applicants should have a strong understanding of:

  • Public sector budget processes and procedures.
  • The implementation of mSCOA (Municipal Standard Chart of Accounts).
  • Financial laws and regulations, including the MFMA, PFMA, and DoRA.

Required Skills

  • Communication: Strong written and verbal communication skills for report writing and presentations.
  • Analysis: Excellent attention to detail and the ability to interpret complex financial data.
  • Planning: Strong strategic planning skills and the ability to meet strict deadlines under pressure.
