Requirements

To be considered for this role, candidates must meet the following criteria:

  • A Senior Certificate (Grade 12) plus a Diploma or Degree (NQF Level 6/7) in Real Estate Management, Property Management, or Property Studies.
  • At least three years of experience in a supervisory or managerial position.
  • A valid driver’s license and proficiency in computer use.
  • In-depth knowledge of the PFMA, Treasury Regulations, and Supply Chain Management policies.
  • Familiarity with the National Building Standards Act and related regulations.

Key Responsibilities

The successful candidate will oversee the administration of departmental land and buildings. Primary duties include:

  • Asset Management: Collect and update information regarding immovable assets. Assist with the acquisition and disposal of land and buildings in coordination with the Department of Public Works.
  • Stakeholder Consultation: Work closely with health facilities to identify their property needs and validate land ownership through deeds searches before construction planning begins.
  • Site Oversight: Ensure all sites are kept clean and implement measures to prevent illegal occupation. Monitor the condition of vacant land allocated to the department.
  • Utility Management: Develop guidelines for the use of utilities (water, electricity, etc.) at health facilities. Provide training to staff on these guidelines and implement systems to monitor and report on utility usage.
  • Reporting: Analyze facility usage and provide recommendations or interventions to improve efficiency across all departmental properties.
