Assistant Director: HR Practices, Organizational Strategy and Planning

Job Purpose

The Assistant Director will oversee HR practices and organizational planning, ensuring that recruitment, staff development, and administrative processes align with public service standards and provincial goals.

Key Responsibilities

  • Coordinate and oversee the recruitment, selection, and appointment processes.
  • Manage the implementation of staff promotions, rank changes, and transfer processes.
  • Establish and maintain an accurate staff database.
  • Provide expert advice on the restructuring of remuneration packages.
  • Manage and resolve audit queries related to human resources.
  • Ensure effective delivery of administrative support services within the department.

Minimum Requirements

  • A National Diploma or equivalent (NQF Level 6) in Human Resource Management, Public Management, or a related field.
  • A minimum of three (3) years of relevant experience in Human Resource Management at a supervisory level (HR Practitioner) within the Public Service.
  • Proven experience and knowledge of the PERSAL system.
  • Strong computer literacy.

Required Knowledge and Skills

  • Legislation: Deep understanding of the laws governing the Public Service, including POPIA and PAIA.
  • Technical Skills: Proficiency in E-Leave Management, recruitment toolkits, and establishment procedures.
  • Soft Skills: Strong interpersonal relations, problem-solving, and report-writing abilities.
  • Management: Demonstrated ability in people management and organizational analysis.
