Budget and Treasury Officer
Ubuntu Municipality is a local municipality located within the Pixley ka Seme District in the Northern Cape province. Serving the towns of Victoria West, Richmond, Loxton, Hutchinson, and Merriman, we are committed to excellence in local governance. We are currently looking for a qualified and dedicated individual to join our team as a Budget and Treasury Officer.

Minimum Requirements
To be considered for this role, candidates must meet the following criteria:
- Grade 12 certificate.
- B.Comm in Accounting or a National Diploma in Financial Management or Accounting.
- A valid driver’s license.
- Solid understanding of Asset Management systems and applications.
- Practical knowledge of financial computer systems.
- Strong understanding of the Municipal Finance Management Act (MFMA), Treasury regulations, and other legislation related to Local Government Finance.
- Proven experience in preparing municipal budgets and adjustment budgets.
- Experience in compiling Annual Financial Statements and managing the municipal audit process.
- Experience in developing and implementing audit action plans.
- Knowledge of Supply Chain Management (SCM) within a municipality.
- Proficiency in MSCOA (Municipal Standard Chart of Accounts).
Key Responsibilities
The successful candidate will be responsible for the following areas:
- Asset & Fleet Management: Maintaining the Asset Register and overseeing fleet management and control.
- Financial Reporting: Assisting with the completion of Annual Financial Statements and the Annual Report.
- Audit Oversight: Compiling Audit Action Plans for internal and external audits and ensuring all items are addressed throughout the year.
- Budgeting: Managing the compilation and implementation of the municipal Budget, Adjustment Budget, and SDBIP.
- Compliance: Ensuring the municipality adheres to the MFMA and all relevant financial regulations, including MSCOA compliance.
- Reporting: Completing and submitting all required MFMA monthly, quarterly, half-yearly, and yearly reports.
- General Finance: Assisting with bank reconciliations and performing any other reasonable tasks assigned by the Finance Manager or Chief Financial Officer.
