Overview

The Western Cape Provincial Treasury is responsible for managing the provincial budget and overseeing how funds are used across the province. We are looking for a dedicated Chief Accounting Practitioner to join our Provincial Government Accounting team. This role is essential in ensuring financial transparency and helping the Western Cape Government achieve its goals of creating a safe and prosperous province.

Key Responsibilities

In this role, you will lead and manage various accounting functions, including:

  • Departmental Support: Assisting provincial departments and entities with the correct application of accounting frameworks.
  • Compliance Monitoring: Evaluating and reporting on how well departments follow financial reporting guidelines and accounting standards.
  • Financial Statements: Managing the preparation, consolidation, and official presentation of the Annual Consolidated Financial Statements (ACFS).
  • Training: Organizing and facilitating training sessions to help staff understand accounting standards and financial reporting.
  • Management: Overseeing the performance and daily operations of the Sub-directorate, including staff management and financial oversight.

Requirements

  • Education: A 3-year Bachelor’s degree (or higher) in Financial Accounting.
  • Experience: At least 3 years of relevant experience in Accounting and Junior Management.
  • Licensing: A valid Code B (or higher) driving license. (Provisions are made for people with disabilities who have access to reliable transport).

Knowledge and Skills

To be successful in this position, candidates should have experience or knowledge in the following areas:

  • Legislative Knowledge: Familiarity with the Public Finance Management Act (PFMA), GRAP, and National Treasury Regulations.
  • Accounting Standards: Understanding of Modified Cash Standards and best practices in financial reporting.
  • Technical Skills: Strong numeracy, literacy, and computer skills.
  • Professional Skills: Expertise in auditing, project management, and policy implementation.
  • Soft Skills: Strong analytical thinking, strategic planning, conflict resolution, and clear communication skills.
