uMshwathi Municipality is a local government body with a leadership structure consisting of 27 Councillors. The municipality focuses on strong public participation and effective governance to serve its 14 wards.

Salary and Benefits

We offer an all-inclusive annual remuneration package ranging from:

  • Minimum: R 1,174,283
  • Midpoint: R 1,231,325
  • Maximum: R 1,291,138

Minimum Requirements

To be considered for this role, you must meet the following criteria:

  • Education: A Bachelor’s Degree in Accounting, Finance, Economics, or a related NQF Level 7 qualification.
  • Experience: At least 5 years of experience at a senior or middle management level.
  • Expertise: A proven track record in Local Government Finance and practical knowledge of the Municipal Finance Management Act (MFMA) and Treasury Regulations.
  • Certification: A qualification in the Certificate Programme in Management Development for Municipal Finance (CPMD/MFMP). Candidates without this must be willing to obtain it within a set timeframe.
  • License: A valid Code B driver’s license.
  • Registration: Membership with a relevant professional body will be an added advantage.

Key Responsibilities

As the Chief Financial Officer, you will report to the Accounting Officer and lead the Finance Department. Your duties will include:

  • Strategic Leadership: Setting long-term financial goals that align with the municipality’s development plans.
  • Financial Management: Overseeing bank accounts, investments, and cash flow forecasts.
  • Compliance: Ensuring the municipality follows General Accounting Practice (GRAP) standards and all legal reporting requirements (MFMA, DORA, etc.).
  • Budgeting: Managing budget estimates, project planning, and monthly financial forecasts.
  • Risk & Audit: Implementing anti-fraud strategies and managing internal and external audits.
  • Resource Management: Overseeing Supply Chain Management, asset management, and revenue collection.
  • Team Leadership: Managing staff performance, fostering a culture of ethics, and maintaining good labour relations.
