The City of Johannesburg Metropolitan Municipality is the economic heart of South Africa and a leading commercial hub in Africa. We are looking for a highly skilled professional to join our Group Forensic Investigation Services (GFIS) as the Deputy Director for Property Hijackings Investigations.
The Role
As the Deputy Director, you will report to the Director of Property Hijacking Investigations. Your primary mission is to lead strategies and response plans to combat the illegal occupation of buildings. You will oversee investigations into property hijackings and ensure that legal action is taken against perpetrators to secure successful prosecutions and protect the city’s infrastructure.
Key Responsibilities
- Investigation Management: Lead and oversee all property hijacking investigations from the initial report to final resolution and case closing.
- Strategic Planning: Develop and implement robust strategies to address the root causes of property hijacking and non-compliance with city regulations.
- Legal Coordination: Recommend and facilitate legal action against offenders to ensure criminal syndicates are held accountable.
- Team Leadership: Manage multi-disciplinary teams and promote a high-performance culture within the department.
- Fraud Prevention: Participate in public awareness campaigns to educate stakeholders and stay ahead of the methods used by criminal syndicates.
- Stakeholder Relations: Build and maintain strong working relationships with internal departments and external law enforcement agencies.
- Compliance and Governance: Ensure all investigative processes meet quality standards, legal requirements, and corporate governance protocols.
- Resource Management: Oversee human resources and participate in the departmental budgeting and financial planning process.
Minimum Requirements
- Education: Grade 12 (Matric) plus a 3-year tertiary qualification in Forensic Investigations, Property Law, Finance, Policing, or Criminal Justice. A Degree in Law is a significant advantage.
- Experience: At least 8 years of experience in property investigations or the criminal justice system.
- Leadership: Minimum of 2 years in a supervisory or management role within the public or private sector.
- Knowledge: Deep understanding of local government legislation, property management, and the laws related to building occupations and estate fraud.
- Skills: Strong reporting skills, experience in quality assurance, and the ability to manage complex forensic projects.
