About the Western Cape Education Department (WCED)
The WCED is responsible for managing early childhood development and primary and secondary education within the Western Cape. Our core mission is to improve language and mathematics proficiency, boost matriculation results, and ensure that learners in all communities have access to quality education.
Role Overview
We are looking for a dedicated Deputy Director to join our Human Resources division. The successful candidate will play a key role in managing our people and ensuring that our HR practices support the department’s goal of delivering excellent educational services.
Requirements
- Education: A National Diploma (NQF Level 6) or a Bachelor’s Degree in Human Resources.
- Experience: A minimum of 3 years of experience in a management position.
Core Knowledge and Expertise
Applicants must demonstrate a strong understanding of the following areas:
- Public Service Regulations: Knowledge of the RSA Constitution, Public Service Act, and the Public Finance Management Act (PFMA).
- Labor Relations: Familiarity with the Employment Equity Act, Basic Conditions of Employment Act, and the Labour Relations Act.
- Development and Training: Understanding the Skills Development Act and strategies for educator development.
- Government Principles: Commitment to the Batho Pele principles and the White Paper on Transformation.
- Administrative Systems: Practical knowledge of PERSAL and performance management systems (SPMS).
Key Skills
- Leadership: Strong managerial, interpersonal, and conflict-resolution skills.
- Communication: Excellent verbal and written communication, including the ability to facilitate meetings and deliver presentations.
- Critical Thinking: Strong analytical, problem-solving, and decision-making abilities.
- IT Proficiency: Advanced use of the MS Office Suite (Word, Excel, PowerPoint), Outlook, and Internet systems.
