Role Overview
As the Director of Organisational Development (OD) Coordination, you will be responsible for leading the development and implementation of OD and Job Evaluation (JE) policies across the provincial administration. You will ensure that departmental structures are efficient, compliant, and aligned with strategic goals.
Key Responsibilities
- Develop and review provincial policies and procedures for Organisational Development and Job Evaluation.
- Ensure all provincial departments comply with work-study and organizational design standards.
- Lead and coordinate provincial OD and JE committee meetings and forums.
- Provide technical guidance and support to heads of OD units within various departments.
- Conduct large-scale work-study investigations and impact studies on organizational structures.
- Monitor the alignment of departmental structures with their strategic mandates.
- Manage the benchmarking and consolidation of job descriptions for generic posts across the province.
- Represent the province at national and inter-provincial OD forums.
- Facilitate Organisational Functional Assessments (OFA) and oversee the submission of statutory reports to the DPSA.
Requirements
- Education: An undergraduate qualification (NQF Level 7) in Management Services, Organisational Development, Human Resources Management, Business Administration, or a related field.
- Experience: A minimum of five (5) years of experience at a Middle or Senior Management level.
- Certification: Successful completion of the SMS Pre-Entry (Nyukela) Certificate is required before appointment.
- Driver’s License: A valid driver’s license (except for persons with disabilities).
- Added Advantage: Specialized training in Job Evaluation systems.
Skills and Competencies
- Strategic Leadership: Ability to lead people, manage change, and oversee complex projects and finances.
- Technical Knowledge: Deep understanding of the Public Service Act, Public Service Regulations, PFMA, and other relevant labor and administrative legislation.
- Communication: Strong report writing, facilitation, and interpersonal skills.
- Analytical Thinking: Expertise in policy analysis, strategic planning, and organizational design.
