About the Role
The City of Tshwane is seeking a professional and experienced Director to lead our Performance Compliance and Impact Assessment Management division. This role is vital for ensuring the municipality operates efficiently, remains compliant with local government regulations, and effectively measures the impact of its initiatives.
Requirements
- Education: A three-year degree or national diploma in Public Administration, Business Administration, Financial Management, or a related field.
- Experience: At least nine years of working experience in strategic support, preferably within local government.
- Leadership: A minimum of four years in a managerial position.
- Financial Knowledge: Familiarity with the Municipal Finance Management Act (MFMA) standards is highly preferred.
- Technical Skills: Proficiency in computer systems and office software.
- General: A valid Code B driver’s license and personal transport. Candidates must clear a criminal record check.
Key Responsibilities
Leadership and Team Management
- Lead and motivate staff to ensure high levels of productivity and performance.
- Manage the daily operations and outcomes of the personnel within the department.
Financial and Budgetary Control
- Prepare and manage the department’s capital and operating budget estimates.
- Monitor project spending to ensure all costs remain within approved limits.
Strategy and Governance
- Identify gaps in current policies and governance, and implement solutions to fix them.
- Define short-term and long-term goals for the department.
- Develop and maintain a framework for reviewing and updating corporate policies.
Impact Assessment and Risk Management
- Direct initiatives to assess the impact of municipal projects and business processes.
- Create business recovery plans to ensure operations can continue during unexpected disruptions.
- Determine the financial, legal, and operational risks of potential service interruptions.
