Requirements
To be considered for this role, candidates must meet the following criteria:
- A Bachelor of Science degree in Engineering, a B-Tech in Engineering, or an equivalent NQF Level 7 qualification.
- South African citizenship.
- At least 5 years of experience in middle management (reporting to a Section 56 manager), with 3 to 4 years specifically in professional engineering management.
- Compliance with National Treasury Regulations regarding competency levels for Senior Managers (or the ability to attain these within 18 months of appointment).
- A valid Code B driver’s license.
- Professional registration with ECSA or a similar body (like IMESA) is a strong advantage.
Key Skills and Knowledge
- Deep understanding of local government operations, financial management, and institutional governance.
- Expertise in strategic planning, engineering master planning, and project implementation.
- Strong knowledge of local government legislation and statutory requirements.
- Familiarity with Supply Chain Management regulations and the Preferential Procurement Policy Framework Act.
- Excellent leadership, decision-making, and problem-solving skills.
- Proficiency in computer systems and management tools.
- Strong communication and facilitation skills in at least two of the Western Cape’s official languages.
