Role Overview
The Senior Project Specialist is responsible for leading worker-focused programmes, managing project lifecycles, and ensuring all initiatives align with national skill development goals. This role involves high-level strategy, financial oversight, and team leadership.
Key Responsibilities
1. Strategy and Policy Implementation (20%)
- Develop project charters and guidelines to achieve learning programme strategies.
- Update and implement funding policies and procedures.
- Ensure all departmental targets meet national standards and performance indicators.
- Collaborate on research to pilot new programmes or expand existing ones.
2. Contract Management (20%)
- Manage the full contract cycle to ensure compliance with the financial year.
- Perform quality assurance on recommendations, contracts, and closure letters.
- Monitor the progress of contracts and ensure all administrative tasks are completed on time.
- Address non-performance by setting clear improvement targets for beneficiaries.
3. Finance and Budgeting (20%)
- Submit project budgets for approval and monitor spending.
- Manage payment batches to ensure they follow financial policies.
- Provide financial information and reports to relevant committees.
4. Corporate Governance and Reporting (10%)
- Adhere to internal and external governance requirements.
- Provide necessary documentation for audits and performance reviews.
- Monitor internal targets and report on any deviations from the plan.
5. Stakeholder Engagement (10%)
- Act as the primary contact for learning programmes, building professional relationships with all stakeholders.
- Manage partnerships through formal Memorandums of Understanding (MoU).
- Resolve stakeholder queries and complaints quickly and professionally.
6. Project Management (10%)
- Identify and recommend new project opportunities aligned with sector priorities.
- Brief beneficiaries on project goals, reporting needs, and expected results.
- Use project tracking tools to monitor progress and solve challenges as they arise.
7. People Management & General Administration (10%)
- Set performance goals for the team and provide training to build their skills.
- Foster a high-performing, cohesive team environment.
- Oversee daily administrative tasks and ensure data accuracy in all records.
Requirements
Minimum Education:
- Grade 12 or equivalent.
- A relevant NQF Level 7 qualification in Project Management, Learning and Development, Programme Management, or a related field.
Experience:
- At least 5 years of experience in Programme or Project Management.
- Proven experience in managing people or leading teams.
- Preferred: Experience working within a SETA or the Insurance Sector environment.
