Role Overview

The Supply Chain Management (SCM) Specialist is responsible for monitoring and controlling all SCM functions within PSETA. The successful candidate will ensure that all procurement processes are efficient, transparent, and fully compliant with South African legislative frameworks.

Key Responsibilities

Supply Chain Management (40%)

  • Develop and manage the Annual Procurement and Demand Management Plans.
  • Ensure all contracts are drafted, updated, and safely stored in compliance with relevant laws.
  • Oversee the sourcing of quotations and provide recommendations for goods and services.
  • Ensure all procurement aligns with the PFMA and National Treasury policies.
  • Manage the tender process, including coordinating Bid Evaluation Committees and preparing reports for the Bid Adjudication Committee.
  • Maintain accurate registers for tenders, contracts, deviations, and invoices.
  • Manage the disposal of assets in coordination with the SCM Manager.

Compliance and Risk Management (30%)

  • Maintain strict internal controls to protect the integrity of PSETA.
  • Identify and report risks within the department.
  • Prevent fruitless, wasteful, and irregular expenditure by following all regulatory procedures.
  • Support internal and external auditors by providing necessary documentation and responding to findings.

Financial Control (10%)

  • Contribute to the annual budget preparation.
  • Monitor departmental spending to ensure it stays within budgetary limits.
  • Identify opportunities to reduce costs and improve financial efficiency.

Stakeholder Relations and Values (20%)

  • Maintain professional relationships with internal and external stakeholders.
  • Represent PSETA in official meetings and resolve problems with high integrity.
  • Uphold the core values of honesty, accountability, service excellence, and transparency.

Requirements

  • Education: A Bachelor’s degree (NQF 7) in Supply Chain Management, Procurement, or a related field. An Honors degree (NQF 8) is considered an advantage.
  • Experience: At least 5 years of experience in SCM, Procurement, or Accounting.
  • Leadership: 1 to 2 years of experience at a supervisory level.
  • License: A valid Code B driver’s license.
